ExL recognized inappropriate change to the CJK request without discussing with UC first. Implemented HK version without consulting.

ExL Closing tickets rapidly and without full communication. They are asking for an impact statement when these are being closed faster or without expected outcomes being met. This way support can push back with documentation on development if needed.
