Description | The original RDA Toolkit (https://original.rdatoolkit.org/) is based on the FRBR, FRAD, and FRSAD conceptual models and is the version we have been using in our cataloging for the past decade or so. After IFLA consolidated FRBR, FRAD, and FRSAD into the IFLA Library Reference Model (LRM), the RDA Toolkit underwent a Restructure and Redesign Project (3R Project) to, in part, align RDA with LRM and improve the Toolkit functionality. The new version of the RDA Toolkit is known as the official RDA Toolkit (https://access.rdatoolkit.org/). The PCC Policy Committee announced that PCC will have a rolling implementation from May 1, 2024 to April 30, 2027. This 3-year rolling implementation will allow institutions to transition to the official RDA Toolkit before the removal of the original RDA Toolkit in May 2027. The Resource Management OST and the Cataloging and Metadata Common Knowledge Group have had discussions on whether a coordinated implementation would be preferable to campuses implementing on their own individual timelines. |
Decision summary | Resource Management recommends that UC harmonize the implementation to official RDA by all campuses and SCP as a single project. Because all campuses and SCP will need to implement, a coordinated effort will reduce redundancy in training and documentation efforts. |

Recommendation
Resource Management recommends that UC harmonize the implementation to official RDA by all campuses and SCP as a single project. Because all campuses and SCP will need to implement, a coordinated effort will reduce redundancy in training and documentation efforts. In order to meet this need, it is recommended that a project team be formed with members from RM, CMCKG and other interested parties who have experience writing policy statements. The deliverables of the team could be:
A timeline for UC-wide implementation
Development of a UC-wide, RDA-compliant cataloging manual for existing and new catalogers
Training plan for UC-wide implementation, ideally utilizing PCC training modules
