Recommendation
We recommend that campuses not display the Resource Sharing (“Request through Interlibrary Loan” link) in records that are not available for intercampus sharing when appropriate.
Decisions on which locations are appropriate to restrict should be made by the individual campuses based on their own terms of use and other local factors. Campuses should carefully consider how these restrictions will impact the user experience for users across all UC campuses.
In order to remove the Resource Sharing option for items from a given location, a campus must ask CDL to add that location to the NZ list of restricted locations.
Reasoning
The Discovery FG Vision for the UC Library Search discovery layer states, “the default search and results interface should prioritize the success of typical users.” To this end, we strive to facilitate the creation of strong end user mental models.
Users will expect that an item displaying the Resource Sharing request link is obtainable. In order to align with user expectations and mental models, we should not display the “Request through Interlibrary Loan” on items that are not requestable via intercampus sharing.
Discovery FG recognizes that there will be some cases where the presence or absence of the Request through Interlibrary Loan link does not accurately indicate the obtainabilty of the item. However, to the degree we can align with user expectations, we should strive to do so.

Background
The ability to create resource sharing restriction rules is integrated into Alma/Primo and does not require custom development work on the part of campuses. See ExLibris documentation on Configuring Resource Sharing Restriction Rules for Primo VE for more details.
Restrictions can only be established based on an identified location within the library. There are no granular options available for creating or removing restrictions for a sub-set of items within a location.
Because eResources do not have a location in Alma, resource sharing restriction rules cannot be created for this type of resource.
User Experience
The User Experience will vary based on whether the desired item is only held in a restricted location(s) or the desired item is held in both restricted and unrestricted location(s).
Use Case: User finds and wants an item that is only held in a restricted location.
The user will see the yellow alert box in the “Get It” tab informing them that there are no available services for the item and they should contact the library for help.

Users employing a satisficing approach to their research would be expected to find an alternative item that will meet their needs.
Users who require that specific item for their research would be expected to contact the library for help, as the notice instructs. If library staff cannot find viable alternative options and believe the item can be obtained outside of the UC system, library staff can point users to the Blank ILL form or Worldcat to initiate an Interlibrary Loan request for the item.
Use Case: User finds and wants an item that is held in both a restricted location and one or more unrestricted locations at other campuses
This item held at both UCB and UCSC. The item is held in a restricted location at UCSC and in an unrestricted location at UCB.
The user will still see the “Request through Interlibrary Loan” link as long as holdings exist in one or more unrestricted locations. Note that this is independent of the Availability Status of the item in the unrestricted location, meaning that the link would appear in the example below even if the UCB item was already on loan.
Configuration
Campuses should change the wording in the GetIT! Tab1 Labels table from “No available services” to “This item may not be available for loan. Contact us for help” (where “Contact us” is linked to the library’s help page/email/service).

Note that a GES that displays for all records may prevent the display the “No available services” box.
Process for Placing Restriction Rules
Approved campus contacts can reach out to the CDL Ops Team to request resource sharing restrictions.
The list of locations should include both the library and location. Note that for RLF materials you will need to include both your local location for those items and the location at either UC Berkeley or UCLA.
