Our Developers did a restart to the server this morning, which should help fix the issue, albeit temporarily. Oracle still has not identified the actual cause of the problem on their end. Our Developers have near-daily emails/calls with Oracle Support (at a very high level). Oracle's current plan is to investigate the server logs in real time - believing they will find the root cause."
