Recommendation
Campus staff should NOT delete the NZ copy of a given bibliographic record. Instead, they can unlink their IZ copy from the NZ and then delete their IZ copy. If the NZ record has no additional visible campus holdings, they can mark the NZ record for deletion using a 902 field:

Reasoning
NZ records can appear “bare” (that is lacking inventory) but still be used by other records in the system that are not visible within a campus. For example:
Boundwiths and other related records
CZ portfolios with NZ bibliographic records
Holdings are still attached in OCLC and the record will be brought back in via WorldCat updates (see setting/unsetting OCLC holdings)
ExLibris and other consortia advise against deleting NZ records at the campus level. Some consortia use Google forms or other reporting mechanisms, but after consulting with the CDL ICs and confirming that some existing Alma campuses also use MARC fields, RMFG decided this was the most streamlined solution.
