Recommendations
There is no need to try to remove non-OCLC IDS from 035 fields in bibliographic data.
Reasoning:
RMFG did not find any evidence of problems with leaving non-OCLC IDs in bibliographic records. No incorrect records were generated or matched. Likewise, leaving OCLC numbers out of the 035 did successfully prevent records from being added/linked to the NZ.

From ExLibris:
You can either use a specified prefix, or you can use OCLC matching, but you cannot use both.
The UCs will be using OCLC matching, and therefore any records without an OCLC 035 should be left out of the NZ automatically.
