Background
The August 2023 Alma release added a feature by which the central office can control which NZ bibliographic metadata fields can be added, edited, or deleted by Network Zone members: https://knowledge.exlibrisgroup.com/Alma/Product_Documentation/010Alma_Online_Help_(English)/040Resource_Management/080Configuring_Resource_Management/260Restrict_Editing_of_Metadata_Fields
RM-OST restricted editing of the 590 field (see https://uc-sils.atlassian.net/wiki/spaces/RM/pages/2028142593) in November 2023, primarily to prevent 590s from being added to records.
Now we would like to consider restricting additional fields that have been an issue.
