Background
The August 2023 Alma release added a feature by which the central office can control which NZ bibliographic metadata fields can be added, edited, or deleted by Network Zone members: https://knowledge.exlibrisgroup.com/Alma/Product_Documentation/010Alma_Online_Help_(English)/040Resource_Management/080Configuring_Resource_Management/260Restrict_Editing_of_Metadata_Fields
RM-OST restricted editing of the 590 field (see Local bibliographic data) in November 2023, primarily to prevent 590s from being added to records.
Now we would like to consider restricting additional fields that have been an issue.
